I think you may have taken that out of context. Looks to me like Ms. Bair was saying that investors and servicers need some tough love:

"I think we should hold the servicers' and investors' feet to the fire on this," Ms. Bair said. "It was clear to investors that these were high risk. I think everybody needs to share the pain now."

There actually seems to be very little love for the lenders and investors at this point - except from Wall Street of course.
