Why? He wasn't on a student visa."
So? Why take the chance?
I am not sure what you are asking.

Here's some more of the bizarre stuff going on with this guy.......again, I don't know what a student has to do before family members get contacted:
"A student who attended Virginia Tech last fall provided obscenity- and violence-laced screenplays that he said Cho wrote as part of a playwriting class. One was about a fight between a stepson and his stepfather, and involved throwing hammers and attacks with a chainsaw. Another was about students fantasizing about stalking and killing a teacher who sexually molested them.
"When we read Cho’s plays, it was like something out of a nightmare. The plays had really twisted, macabre violence ... " former classmate Ian MacFarlane, now an AOL employee, wrote in a blog posted on an AOL Web site. He said he and other students talked "about whether he could be a school shooter."
Well-known poet Nikki Giovanni, who taught Cho creative writing in the fall of 2005, found some of the assignments he turned in disturbing. "Kids write about murder and suicide all the time," she said. "But there was something that made all of us pay attention closely."
Sometimes he also snapped unwanted cell-phone photos of classmates, she said.
At one point, only seven of Giovanni’s 70 or so students showed up for a class. She asked students why the others didn’t show up and was told they were afraid of Cho.
At one point Giovanni had security guards stationed nearby.
She eventually told Cho he needed to change the type of poems he was writing or drop her class. Giovanni said Cho declined to leave and said, "You can’t make me."
Giovanni said she told Lucinda Roy, chairwoman of the English department, that she no longer could teach Cho. Roy volunteered to teach him one-on-one for awhile and also urged Cho to seek counseling. He said he would think about it."
