The guy was a homocidal manic. Nothing you could say or do would have stopped him. All of the proported signs about his behavior are 20/20 hindsight. It would have been like stopping Oswald. Some human behavior like this is going to happen no matter how many laws you pass.

You can make every other person in the country a social worker, and it won't make a wit of difference.
