But getting enough U-235 is trickier.

Implosion devices pretty much require testing. So that is a counter-weight.

Frankly, I don't think terrorists will be able to pull that off anytime soon. Much more likely is a radiological bomb. Those are dead simple. The fact that hasn't happened yet leads me to believe that laying hands on those type of materials is a lot harder than the fear mongers would have us believe.
