There isn't supposed to be any release of psych info. In fact, there's a question on the ATF Form 4473 (the form you fill out when you buy a firearm) asking about mental history, but there's no way for a lie about mental history on the the form to be cross-checked by the "InstaCheck" people. Only criminal histories are entered into the InstaCheck system.

Clearly, Cho lied on the form to get his two guns.
