Lock them up where? In 1963, JFK and brother Robert signed the Deinstitutionalization Bill.... This could be the root cause of the murderer of this week not being cared for and locked up....Most of the mental hospitals have been closed throughout the country. The original thought was, they wanted their sister Rosemary to have treatment at home, so they believed if we closed mental hospitals, more people could be treated at home.

Evidently they forgot about all the homeless people, for starters.

In the 70', the ACLU got involved. In the 80's more of the hospitals were closed (Reagan got the blame of course, and still to this day, most people don't know what the word deinstitutionalism means nor who signed the Bill.....because of this bill, we can not make people take the meds they need, we can't tie people in wheelchairs, EVEN if it keeps them from falling out and hurting themselves badly, etc etc etc)
