Going straight hydrogen would almost certainly be more efficient, and less polluting. OTOH if your pulling in CO2 from the air to make the hydrocarbons then the artificial hydrocarbons would be just as "carbon neutral" as straight hydrogen, and there are logistical advantages to having gasoline rather than hydrogen which is more difficult to store and transport, and would need a redesign of existing cars.
