You forgot the other option, Zero Tolerance is silly.
My nephew several years ago got suspended because his mother sent leftovers to school. He heated his lunch in the cafeteria microwave and sat down with a knife and fork to eat it. He got sent home because there was zero tolerance for knives. The Damage a quiet 13 year old is gonna do with his bread and butter knife is pretty minor, and sending him home doesn't solve the drive by shootings now does it.
