You mentioned that the shooter left the campus after the first shootings and mailed a package at a post office in Blacksburg. Then returned to the college and picked a class building to attack.

It occurs to me that he could have chosen anywhere for the second attack - a shopping mall, a downtown business area, a school unconnected with the college.

He was determined to commit mass murder for his own evil reasons and how do prevent someone from doing that?

I do think the laws affecting the mentally ill that are a danger to others and themselves need to be looked at. The laws seem designed to protect the mentally ill's privacy and rights vis a vis the publics right to safety.
