I think what that means in actuality is that they bully smart aleck self-serving hoodlum teenagers into submission to the alpha males, and get them to agree to obey anything they are told to do by the big boss.

When there are whole societies feeding Al Qaeda Islamic Jihad beliefs, the way to win the war is to sabotage the founding ideologies and make one's own ideologies so much more attractive that the "enemy" gradually adopts one's own tribal norms.
Yes, one can win the war by exterminating the whole communities of the enemy ideology, making the survivors surrender and force them into the new ways, preferably by killing the males, or surrounding them in the way Saddam's Iraq was surrounded, stopping them doing much. But "winning" like that is not as good as conversion to a more rational, civilized way of life, with peace, light, harmony, happiness, health, prosperity, longevity, fun and love brought to everyone by those wonderful anodyne CDMA phragmented photons suffusing the aether.
In the past, genocidal conquest was how things were done, everywhere. These days, it's better avoided if possible. We are a global village, [for the most part, more or less], not swarms of competing tribes.
Japan can't genocidally conquer the USA. That would cut Toyota sales way down. The USA can't genocidally conquer China because Made in China keeps the USA going. And so on. It's all heavily economically linked.
When humans were agricultural, with even 100 km radius areas being self-supporting with only trivial trade from the outside, with hunter-gathering and agriculture the norm for everyone, one needed to breed and kill the competing neighbouring tribes or be over-run and eliminated oneself.
It's not like that now. We don't have spare young males to get rid of by conquest if they can do it. Unemployment is low and not many of them want to be modern-era chimps conquering neighbouring land to scavenge for food or grow crops for a pittance.
They want a well-paid job and to go cruising down Main Street with their bass turned up hoping to attract the girls with their shiny cars rumbling in baritone.
