Well, the other definite problem is why a guy like this was not raising red flags.

There was a local story of a fellow who seemed very much like this guy, but word got out that he had made some remarks or such. His place was searched, and lo and behold, not just guns but bomb making equipment. He was going to do a Columbine style attack on a local community college. He got put away for a good number of years (because he was charged with some possession of bombs or bomb making equipment for EACH bomb he had; I think he got a good number of decades behind bars).

So, the non-gun side of the story is: should there be a means of tracking people who could be threats; or, at least, a program where such people can receive treatment? Clearly, there were people who identified Cho as in need of help, but there didn't seem to be any mechanism for getting that help to him, especially if he didn't seek it himself.
