They don't count. If they reach the state of having a proper nuclear launch capability, the silos have their own power source. And multiply backed-up command and control capabilities. They will hit you if you take down every power line and take ot out every generating station in the country.

You HAVE to stop them before before they get nukes and ICBMs.

And cries of "sovereignty" are meaningless. They are a party to the Nuclear Non-Proliferation Treaty. Of course they could withdraw. THAT should be a red flag for everyone.
