If Assad think he can fight a terror war in the Golan, the only explanation is that he really thinks that Iran will declare war if Israel bombs him. My only question now is: how stupid are the Israelis? They should let Assad know that if he starts a war they will dictate the peace agreement to him in Damascus. And it will include complete disarmament. Anything less now is foolish.
