According to the Wallstreet Journal:
The NCI-led group and more than a dozen other companies are filing proposals today with CableLabs, a cable research and development consortium that is soliciting proposals for a new generation of TV set-top boxes that could allow consumers to surf the World Wide Web and watch digital video. Though some consumer devices can already carry out these functions, the adoption by cable operators is expected to greatly accelerate the movement of Internet-based communication and entertainment into American living rooms.

The question you should try to answer is:
What is the mechanism that they are using to deliver Web pages (TCP/IP info) to the set-top. Are they embedding Internet Protocols in the Digital video stream (like Divicom can provide) or the other way around?
