Why not arm the ROTC students once they have completed a basic course? Is there some reason that having been accepted into the program they are not qualified? Of course it would be concealed carry and volunteer, but if someone had done JROTC and was now in the program it seems to me you have a force worth having.

Perhaps you could make a special holster so the clips were carried beside the gun instead of loaded to make the Liberals feel safe. or use crowd control rounds or airline rounds? I don't know if rubber crowd control bullets will fit in their weapons, but I suspect that it wouldn't be hard to make some.
