I happen to think Bush senior's decision was probably correct. Iraq was a very hard country to hold together, and anyone who knew anything about it would have known that. Saddam killed people usually after uprisings- it was even hard for Saddam to hold the country together, but he did it. That doesn't make it "right", but it makes him useful to the US if we want stability there- and I think that's one reason why we're there, right? I think the way to play Saddam's various campaigns against rebellious elements in his country was to promote sanctions rather than to try to remove the man. If we had removed Saddam under Bush 1, we would have had the civil war earlier. Not a fabulously attractive option, imo.
