Another question might be, To whom is he asking this question? Also, throughout the article the author fails, in my opinion, to differentiate between Video over IP (over the larger Internet) and IPTV, where the latter is an implementation that demands a specific last-mile (or farther upstream) point of provisioning. I grant you that variations and even hybrids of these formats exist, but I found it a bit difficult at times tracking the author's line of logic, just the same.
