I think you'll find that he *requested* more authority from Congress. IMHO, this is an awful idea. It gives way too much power to mid-level bureaucrats and leaves the system open to corruption. One guy at the FDA can ban all food imports from a specific country under the proposal. Competition from Chilie hurting your sales? A mere $50k could eliminate it.

Inspection, etc., is the way to go. If a specific country is notorious for health problems, quintuple the required inspections until they fix the problem.
