That he was. He was pushing the Internet well before most people ever heard of it. Before his initiative, it was difficult to access the Internet unless you worked for the military, worked for a university and were allowed access because you were supporting their unix systems or for a company for the same reason. There was limited access to some of the newsgroups if there was a local FIDOnet BBS. The FIDO access was really late in the game.

I got access to the Internet in 1984. When I left UTMB in 1986, I tried to get access to the newsgroups for years. It just wasn't possible for any amount of money. There was no infrastructure for it. It wasn't until Gore pushed through his bill that took the backbone that was put in place for the defunct Supercomputer Initiative, that it was possible for Compuserve and AOL to give access and for the ISPs to be founded.

That is reality. I was there and had a keen interest in it. You just can't rewrite that history. And that is why some of the original architects of the Internet give Gore his due. He deserves it.
