To be fair to both Allen and Elroy, one would have to look at the details of 1. What UN authorized , 2. What Congress authorized, 3. Were the bounds overstepped ?

As an example - when Bush Snr took Iraq out of Kuwait, he did not go all the way to Baghdad - stayed within bounds of the charter authorized.

That would define the scope of the word "war" which seems under debate.
