To get 1 Gbps throughput at 64QAM (6 Bps/Hz) takes > 125 MHz, and using omnis require > 24 dB Carrier to Interferer Ratio, so smart antennas are indicated.

The 'G' in 4G stands for Government, and spectrum is refarmed (present users are required to relocate elsewhere) by Government edict. Thus, military users receive part of auction proceeds to pay for their spectrum relocation. WRC 2007 is mainly about regional/global agreement to relocate incumbents so that cellular can be deployed in their bands. IMT Advanced would not exist without 'spectrum refarming':
