If it were a true - false question on an exam, I think the answer would be true :-)

Actually, a bright student might hold up her hand and note that both true and false are correct, given how the term "war" and "won" are defined. And the various responses on this thread show just why.

One part of this war from the Iraqi side, both Sunni and Shia is the insurgent war to get the US out. When we leave they will declare they "won" the war. It's classic guerilla warfare. The war doesn't end when massive force has its say; it just enters another stage.

There were more than a few moments in the American revolutionary war in which the British won. But Washington started a guerilla war and eventually forced the British to leave.

I suspect we'll be forced to leave Iraq.

So, back to the true false alternative. The question would be considered unusable since it depends on definitions that are in dispute.
