First, we need a much more rigorous border enforcement and a restrictive visa system to limit cross border traffic. In BOTH directions. If we had spent the money wasted in Iraq we could have built an impregnable mile high fence all around the whole country, but lacking that there is still much that can be done by enhancement of the existing system.
Then, I think Canada and the US should raise their tariff walls to the moon. That way, Canada would be able to preserve her oil and other resources for her own people and Americans would be forced to cut back on their consumption to a much more reasonable level. Everyone, and especially the environment would benefit. Still, there would be trade, but on a reduced scale, and HIGHLY TAXED by a restrictive tariff. A tariff is the most fair tax of all, and is the tax specifically allowed by our Constitution.
Canada should limit, by extra high tariffs and outright restrictions, her import of US media propaganda. The Hollywood stuff is destructive to your young people and is the main vector by which US "violence" and "paranoia" penetrates your nation. It is destructive and you should cut it off. Many nations already do, at least partially. This would encourage the development of your own national media, and this should be particularly attractive to the folks in Quebec.
There are many more steps to be taken, but working together we should each be able to preserve the best elements of our way of life to pass down through the ages.
All of these measures would lessen the ability of American conservatives to attack your welfare state, thereby preserving your system intact. OTOH reduced contact between our countries would make the task of American socialists to import your system here more difficult. Both sides of the border benefit, thereby, as we each are able to enjoy our respective systems unmolested.
