What are you going to do about the deep fortified bunkers? And you can be sure if they see your plan coming or already have, they will simply move their entire nuclear program into them, along with the Bigwigs. We planned to hide our Bigwigs underground if WW3 broke out. So did the Soviets.

Remember the thousand-plane raids against Germany? They were essentially nuclear strikes without nukes. Read about Dresden. Why is this better?
