Swain testified that in developing a national broadband plan they looked to the United Kingdom and Australia. Unbundling began in New Zealand in 2006. Mr. Swain told the Subcommittee to remember that Broadband is important to the consumer and the key is to promote competition. He said the challenge though is battling incumbency. Mr. Swain said that he sees wireless broadband in the future in only a complimentary role.
