It was useful in locations with lots of power and no water. The example given was a tugboat.

If you need to avoid a splash let me recommend the German style "inspection" toilet. The poo lands on a dry porcelain shelf within the bowels of the toilet. Fortunately the flushing is so strong it overflows the shelf and washes everything down the drain. Thought it was a strange design at the time.

And never underestimate the value of good sanitation. Much of the increase in human longevity is due to sewers. And you are correct a septic system is just as valid as long as the population density is low enough. Septic system is US term for a sewer holding tank with a spreading field.
