Secretary Pena was obviously wrong if he was referring to the whole semi-equip industry. I believe he was referring to the photolithography niche of the industry.

As much as a I like to side with the little guy, I must agree with INTC. If they are going to invest $250M, the resulting technology must be available to the large vendors (Nikon, Canon, ASM Lithography). The two smaller US companies SVGI and UTEK (two of my positions) have not demonstrated the capability to supply the industry with first line lithography tools. If UTEK has supplied EUV technology to Sandia, INTC, UTEK, and government lawyers and managers should agree to fair compensation for losses, preferably out of court.
