At the 0:52 mark, Hakan says 90% of spectrum is FDD and 10% is TDD. He speaks of cellular spectrum, millimeter wave, etc., as the ITU-R was bound to circuit thinking in the 20th century.

Looking at OC-3 (LMDS) or GigE (60 GHz) wirelessly, these rates and services can be provided by either FDD or TDD.

To your question 'which model is more adaptable to an open networking architecture, WiMAX or HSPA/LTE?', I'd ask who controls 'an open networking architecture' - one operator or many? What exactly is open in such an architecture?

My aversion is to exclusively-licensed spectrum for uses other than required for safety of life. Senseless systems. Dumb radios transmitting more power than is required for reception. Open-loop wireless systems.
