tonto, the civil war in Iraq will kill more regardless of whether we leave or not. Yes, the US has a responsibility to the people of Iraq but they also have a responsibility to stand up for their own government. The Congress is not proposing an all out total pullout of troops but a phased re-deployment leaving some troops in a defensive posture. This is not defeatist but it is reality.
