Rudy's record between 1993 and 2001 won't stand up to scrutiny on the preparation issue. If he runs on how "prepared" New York City was after the first World Trade Center bombing up to 9/11, he gets chewed up.

And because the command post he had been urged to put underground in Brooklyn (where it is now), was in the World Trade Center (site of an earlier attack and certainly a huge, desirable target), he had to walk around the streets on 9/11.....looking, what? Like a leader?

I don't think Rudy should play this card too strongly. It won't work for him.
