We will have relaxed the ROE when, when taking down a town, we use tank fire and RPG's on buildings before we enter them instead of grenades as we go in.

The term "artillery barrage" implies three or more tubes firing simultaneously.

That constitutes a wide area weapon, something we should be reluctant to use in populated areas. It is a last choice weapon in UW. It is a first choice weapon in big gun, conventional warfare.
