Yes, congress voted for war powers for the most part because we all wanted to believe that Bush-Cheney were not complete deliberate liars, which they turned out to be. That was the #1 reason for the war powers vote to give Bush the option of invading. But Bush still lied, becuse he promised at the time only to invade as a last resort. But now we know they were planning to invade the whole timer and avoided any possibility of settling things diplomatically or giving the UN inspectors time to finish frisking Saddam for possible illegal weapons.
