You are right about the difference here....the violence is indescriminant.....but why is it they want thousands of dead...there is an agenda here.....perhaps ,inorder to have a proper revolution,extreme ,and even arbitrary violence is needed to significantly alter civilian psycology leaving it ready to accept anything if only the violence will stop.
this is not a justification,just an observation.
