No, the proper definition of a 'ticking bomb' is a suspect under arrest who knows the details of an imminent attack - and the arresting officers know that he knows.

Even a suicide bomber who has lost his nerve still may know some very important details, like where he left the truck bomb and if it is going to explode anyway, like in the next ten minutes.
