If Japan was a defendant in a courtroom it would be reason to hold it innocent until proven guilty, but that standard doesn't apply in most other situations.

Also even if a majority of "comfort women" where not forced in to it, it seems that at least a minority where. Even in a criminal trial, you could get a pretty harsh sentence if you where charged with 20 serious crimes but found guilty of only 2.
