Not following your point. All the existing networks that support mobility (I don't know how you are defining personal use in this context) by way of the frequency coordinators of the 20th century seem to say otherwise, so you must also have some private definition of "real provision" that you'll have to share because we don't read minds ;o)

The link you provided merely uses east/west in some "sub-atomic" context. When you use common terms in an uncommon specialized context, it might be helpful if you define what you mean. Anxiously awaiting your elaboration....
