What I know about this "scandal" is that he tried to recuse himself from setting his girlfriend's pay package, and was denied that request by the World Bank.

But you've been told a lot more, Elroy. If you read the detailed presentations of both sides, you will see the issue, even if restricted to his companion, is much larger than your take.

Moreover, this was only the trigger, as several of us have typed to you before and you have not refuted the arguments. The list of very bad administrative practices is well beyond longish. Almost all the articles on Wolfowitz mention these. I gather you have yet to read those.

Finally, even David Brooks, in his NYTimes column today, gets it. Though he frames it as a personality conflict, he does at least note the issue here is very bad management practices, coupled with badly handling his companion's employment issues.

Now his staying harms the World Bank. Badly. Perhaps that what he wants. Who knows.
