he has absolutely no gift at picking the right people for the right job. When ideological and political loyalty are the top criteria rather than managerial effectiveness, train wrecks will happen. These aren't the first White-House-buddies appointees who tripped and stumbled and flailed their way through the bureaucracies. Both parties do it; but the neocon group was more egregious (and less effective in lasting impact) than most I have seen since I first came to Washington 20 years ago.
