I saw a thing on TV, where a black Dem congressman from the Detroit area was explaining that no congressperson had the time to read all the bills he was required to vote on, especially appropriations that had to be passed quickly, like the ones for the troops. He said he depended on staff and volunteers to check the stuff out, and he was one of the better ones as far as due diligence was concerned. He lifted a a binder, thick as a phone book, that was a current appropriation. He also said it had mainly been written by lobbyists.
