We do it in every form of human endeavor. We think personal gain is more important than overall gain, and we justify it to ourselves. The classic military example recently was our Afghan campaign. Bush assigned it to the CIA to run, but CENTCOM refused to cooperate until they had control. So we couldn't get A-Teams in until that was settled. And the CIA couldn't get the areas bombed that they wanted until that happened.

Before the Grenada screwup, it was even worse.
