I'm not saying they didn't spend that surplus (I actually don't know anything about it other than what you've told me), but I do know that Huckabee achieved that surplus partially through increasing taxes.

Maybe his fiscal policy was closer to what mine would be than that of the Dems. Or maybe he cut necessary programs and the Dems brought them back.
