Break HealthCare risk up in to it's components (slice and dice) and sell bonds NOT unlike the Mortgage Industrial Complex. It would work. It's an out of favor industry. You know. FOR EXAMPLE: end of life care, Cardiac care, Ortho, Overseas elective surgeries, Long term Care, Rehabilitation, Doc In the Box, Pharma, Experimental proc, Administrative costs, Break it down based on cost (risk) and give it a weighting. Slice and dice it and sell it to wall Street and investors. It would work. I don't think the Kaisers and big HMO's would like that but hey. Who cares...Package it as a Single payer system (if you want)...Cut out the middle man. All that good stuff...
