Well, this is pretty simple set up
Window's allows for multiple monitors to be used for viewing so all you need are a few things

(Each monitor needs a place to plug in. Some video cards (most all mid to upper priced ones) have two outputs. If you currently have a video card in your PC, chances are you have an additional output for a dual monitor
If your pc does not have a card and is using onboard video, you will not be able to do what you have described.)

You will need:
PC,
Video card (2 output)
or Second video card

or Combo TV dual video output card.

Install your video cards and Tv capture cards, plug in your monitors, set windows to share desktop, and you are good to go.

Be sure you get a video card that supports your displays. Most displays accept both analog and digital inputs. But, confirm this prior to buying cards.
