"... they took the fall for Clinton" The Republicans, as well as the Democrats, (& remember: most of the board was solidly Republican...) all volunteered for multi-million dollar fines and prison time because... what? they wanted to 'protect' Bill Clinton from the consequences of an illegal high-tech software sale? That's why they FOUGHT the CHARGES in Court for so long, and so hard... because they wanted to assume all the blame? (That idea is just so silly on so many levels....)
