Umm, Taro, after he was elected, he dissolved the Reichstag, forcing a new election where his party was able to get enough people elected to eventually pass the Enabling Act. Much like the various Patriot Acts and other things that the Republicans passed, power was transferred from the legislative branch to the executive.

Then the other political parties were abolished. It is just semantics to say he wasn't a dictator.
