$250 million is peanuts, and will be frittered away in word salads cranked out by researchers who have nothing better to do. The real issue is not whether this initiative will harm U.S. semi-equip, makers; Rather, what do we do with all these Livermore folks, now that the war is over ? This initiative simply prolongs the inevitable re-location of these cold warriors - that's the waste of it.

Capitalism works - when we let the markets, and people, re-adjust to new economic realities. I don't see anything to worry about here - Japan is just an industrial-age colony of the U.S. Their waters are so foul they can no longer fish in them; people live in rabbit-houses and the country is a corporate state that resembles benevolent fascism.

Americans don't want to go back to an industrial economy - God forbid! Have you ever seen what it's like inside a Steel Mill? Most Americans don't have the foggiest idea what heavy industry is like - and certainly no one wants to work that way any more. Let the Japanese make our toys for us, and let them be the overlords of the Greater East Asia Co-Prosperity Sphere industrial-based empire that they wanted so badly during WWII.

The truth is, what's good for Intel *IS* good for America. The only thing Pe¤a and Gore screwed up on is - they should have spent 10 x as much money and borrowed it from the Japanese at 0.5% interest ;-)
