You're right. Society has allowed it. And to our peril, to say nothing of very high financial costs. All people who come to the US should be required to learn English.

They should keep their native language as well, but to speak English in school, on the job, etc...People who can use two or more languages should have access to higher paying jobs ...

There is not a single good reason for having our Government face the cost and expense of getting interpreters, etc in every language on earth.
