(IMO, the FBI likely *is* trying to make a DeLay case... and likely *is* using a grand old prosecutor's tactic: make a case against someone near and dear to the real target to gain LEVERAGE for a plea deal. S.O.P. You notice they already have a 'cooperating witness', and DeLay is asking them to SPEED UP their decision and 'charge or not charge'. That would be S.O.P. for potential Big Wig defendants, too: hoping to use public pressure to rush the prosecutor's investigation [hoping to short-circuit it...].)
