I can't predict how it will turn out because we're dealing with individuals in Congress and events on the ground in Iraq. However, I see too much waffling going on here.

Moveon.org has had to threaten the Dems because they see lots of waffling again. Dems could stick to their guns and send another veto-friendly bill to Bush or they could fold or do something in the middle.

IMO Bush has decided that the Surge is permanent. He has given up trying to get anyone to 'stand up' and, besides, he has wanted a 3000 person embassy in Baghdad and 14 permanent bases in the desert from even before he invaded. I don't see him really giving up on any of these things. He's an idiot but he's a hell of a stubborn one and he fights dirty.

Besides, his BASE is making humongous profits from this fiasco and his BASE isn't making a single sacrifice for those profits. He will let this thing go on for as long as possible because it is all personal upside for him and the only people he cares about.

Will the Republicans defect and use Bush as a scapegoat? Why haven't they en masse by now? They have a gem of an opportunity to blame everything on the Bushes and the Roves and the Cheneys and wipe the slate clean for 2008. Why haven't they taken it?

Are they waiting for Katrina II?
