What do you think are the qualities that make a top candidate worth $1,000,000 and a qualified one worth only $500K.

I've never hired, or been in any on going close association with, a university chancellor. So I can't really give you any specifics here. I can however say that if the $1mil guy really is much more effective than the $500k guy, that the extra $500k would be worth it. Harvard university is a multi-billion dollar a year operation. A moderate increase in effectiveness of those billions, matters a lot more than $500k does.
